Ecobonus 2025: up to €11,000 for electric cars
Dec 30, 2025
)
Ecobonus 2025 is the most interesting opportunity in recent years to switch to electric mobility. With contributions of up to €11,000 for the purchase of a new electric car, the program financed by the PNRR immediately attracted great interest. The €597 million fund, opened on 22 October 2025, ran out within a few hours. The second window on 22 November met the same fate.
A new opportunity could arise around 22–23 December 2025, when vouchers not validated within 30 days become available again. It is estimated that the remaining resources could incentivize another 10,000–12,000 vehicles. The official deadline of the program is set for 30 June 2026.
ISEE | Contribution | Conditions |
≤ €30,000 | €11,000 | Scrappage + FUA |
€30,000 - €40,000 | €9,000 | Scrappage + FUA |
> €40,000 | Not eligible | - |
In short, to obtain Ecobonus 2025 you must:
Have an ISEE below €40,000
Reside in a Functional Urban Area (FUA)
Scrap a vehicle up to Euro 5 registered in your name for at least 6 months
Purchase a 100% electric car with a maximum price of €42,700 including VAT
How Ecobonus 2025 works: amounts, requirements and how to request it online
The new Ecobonus 2025 differs from previous incentive programs with a more targeted approach. Financed with €597 million from the National Recovery and Resilience Plan (PNRR), the contribution is intended exclusively for the purchase of 100% electric vehicles. The stated objective of the Ministry of the Environment and Energy Security (MASE) is to replace about 39,000 internal-combustion vehicles with zero-emission models.
Unlike past years, the voucher request is made directly by the citizen through the Sogei platform, accessible with SPID or Electronic Identity Card. Once the voucher is obtained, the buyer has 30 days to go to a participating dealership and finalize the purchase. The contribution is applied as a direct discount on the sale price.
Requirements to access the bonus
Access to Ecobonus 2025 is subject to compliance with specific conditions, stricter than previous editions:
Household ISEE: the value of the Equivalent Economic Situation Indicator must be below €40,000. Those up to €30,000 receive the maximum contribution of €11,000; those between €30,000 and €40,000 receive €9,000.
Residence in a Functional Urban Area (FUA): the applicant must reside in one of the 1,892 Italian municipalities classified as FUA by ISTAT.
Mandatory scrappage: it is necessary to hand over a vehicle of the same category (M1) with an approval class up to Euro 5, registered for at least 6 months to the applicant or to a member of the household.
Maximum vehicle price: the electric car must not exceed €35,000 excluding VAT, i.e., €42,700 including VAT. Paid options are not included in the calculation.
Ownership obligation: the purchased vehicle must remain owned by the beneficiary for at least 24 months, otherwise the incentive is forfeited.
Micro-enterprises with registered offices in a FUA area can access a contribution of up to 30% of the purchase price, with a maximum of €20,000 per vehicle, for the purchase of electric commercial vehicles in categories N1 and N2.
Electric car Ecobonus and FUA: are you among the 33 million eligible Italians?
The requirement to reside in a Functional Urban Area (FUA) has raised doubts and controversy. To access electric car incentives 2025, it is necessary to reside in one of these areas. This is a statistical classification developed by ISTAT that identifies cities with at least 50,000 inhabitants and their commuting areas. In Italy, 83 FUAs have been identified, which include a total of 1,892 municipalities and about 33 million inhabitants, equal to 55.8% of the national population.
To check whether your municipality is among those admitted, you can consult ISTAT’s SITUAS portal at situas.istat.it. The choice to limit the incentive to functional urban areas responds to the objective of improving air quality where traffic-related pollution is most critical.
Those who live outside FUAs remain excluded from the national Ecobonus, but can check for the existence of regional incentives. Valle d’Aosta, for example, provides contributions up to €12,700 for under-35s and up to €9,000 for over-35s. Sicily has allocated funds for the 2025–2027 three-year period.
When will funds become available again?
The Ecobonus 2025 mechanism provides that vouchers not validated within 30 days of their issuance automatically lapse. The related amounts then return to the fund and are made available again for new bookings.
Considering that the first click day took place on 22 October 2025, a new booking window could open around 22–23 December 2025. According to data from the Sogei platform, by the end of November about 90% of issued vouchers had been validated, which means that about 10% could become available again.
Based on the first analyses of unused vouchers, it is estimated that the remaining funds could allow the incentivization of another 10,000–12,000 vehicles. The advice is to keep an eye on the official platform bonusveicolielettrici.mase.gov.it to book as soon as new availability opens.

Electric car incentives 2025: benefits that remain all year
Even those who cannot access the electric car bonus 2025 can count on a series of advantages linked to owning a zero-emission vehicle. Tax and practical benefits that make electric mobility convenient over time.
Road tax exemption: 5 years without taxes
In all Italian regions, electric cars benefit from total exemption from paying road tax (bollo auto) for the first 5 years from the registration date. In many regions, from the sixth year you pay only 25% of the amount due for a gasoline vehicle of equivalent power. Some, such as Piedmont and Lombardy, provide an unlimited exemption, while Valle d’Aosta extends it to 8 years.
You save quite a lot: for an electric car with continuous power of 88 kW (as indicated on the registration document, often lower than peak power), the annual road tax after the exemption is around €50–70, compared to €200–300 for an equivalent gasoline car.
Free access to limited traffic zones and free parking
Electric cars enjoy free or facilitated access to Limited Traffic Zones (ZTL) in most Italian cities. The rules vary from municipality to municipality:
Rome: free circulation in ZTLs, after online plate registration
Milan: access to Area B and C without restrictions, discounted parking on blue lines for residents with a specific pass
Florence, Bologna, Turin: free access with a dedicated permit
Naples, Palermo: special permit at reduced cost or free
Many municipalities also provide free parking on blue lines for electric vehicles, a useful advantage especially for those who often move around city centers. ZTL and parking access rules can change quickly: it’s better to check your municipality’s website before traveling.

How to charge your new electric car

One of the most frequent concerns for those approaching electric mobility involves charging. Today, options are plentiful, both at home and while traveling.
At home: home charging is the most economical solution. With a 7.4 kW wallbox it is possible to fully recharge the battery overnight, taking advantage of the most favorable electricity tariffs. The average cost is around €0.20–0.25/kWh, making a 50 kWh “full tank” under €15.
On the road: for longer trips, the fast-charging station network has grown a lot. The Electra stations distributed across the territory offer power up to 400 kW, allowing you to recover hundreds of kilometers of range during a coffee break. With such fast-charging technologies, a compatible car can go from 20% to 80% charge in under 20 minutes.
Rates are transparent and competitive: starting from €0.59/kWh without a subscription, or €0.54/kWh for those who subscribe to Electra+ Start at €1.99/month. For more frequent travelers, the Boost subscription at €9.99/month offers even more advantageous rates at €0.44/kWh.
And after June 2026? What to expect
As of the publication of this article (December 2025), the Italian Government has not yet announced a renewal of the Ecobonus for the second half of 2026. The current measure, financed with PNRR funds, officially ends on 30 June 2026, unless the resources are exhausted earlier.
At the European level, the Commission is preparing an Action Plan for the automotive sector that could include new forms of incentives, with particular attention to the economic accessibility of electric vehicles for middle- to lower-income groups. Among the measures under consideration are incentives for used electric cars and scrappage programs harmonized at a continental level.
We will update this article as soon as official information on future incentives becomes available. In the meantime, anyone intending to switch to electric can rely on the increasingly widespread and accessible Electra fast-charging infrastructure.
